Eng. Delia Y. Ríos Rosario is the Chief Executive Officer and Founder of Dovela, LLC, with extensive expertise in construction, inspection, and project management. She is responsible for overseeing complex engineering projects, ensuring high standards of quality, safety, and efficiency, and managing budgets, timelines, and resources. Her leadership involves setting strategic goals, maintaining regulatory compliance, and driving organizational growth. Previously, Delia served as Chief Operating Officer at ROALCA Construction, LLC, and as an independent advisor for healthcare facility projects, successfully implementing over $57 million in projects. She holds a B.S. in Civil Engineering from Polytechnic University and various industry certifications. Delia is known for her exceptional client relationship skills, strong administrative capabilities, and ability to lead dynamic teams. Her strategic vision and expertise significantly contribute to Dovela’s success and reputation.

José J. Ruiz Romero, PE, is a co-founder and Chief Operating Officer at Dovela, LLC, bringing a wealth of experience in mechanical engineering, construction, and project management. José adeptly manages budgets, timelines, and resources while streamlining company operations and ensuring regulatory compliance. Sybelle Colón
CFO – Administrative Assistant
Sybelle Colón plays a crucial role at Dovela, LLC by managing data entry, maintaining precise financial records, and handling accounts payable and receivable. She is responsible for preparing detailed financial reports and performing a range of general office administration tasks. Her administrative duties include organizing and maintaining company files, coordinating meetings, and supporting day-to-day office operations. Sybelle ensures compliance with company policies and industry regulations while effectively communicating with customers and vendors to address any inquiries or issues.

Architect Américo Delgado has over 25 years of experience in urban-sensitive design, leading projects across sectors such as institutional, educational, commercial, residential, sports, health, hotel, and historic restoration. He excels in integrating structures harmoniously within their urban environments, enhancing the cultural and social fabric of communities. Américo has taught at the Polytechnic University of Puerto Rico’s School of Architecture, influencing the next generation of architects. His projects have consistently garnered awards, showcasing his skill and visionary approach. He is recognized for his versatility and deep understanding of urban development dynamics.
